Selecting a freight company in Africa can be difficult, Freetown Sierra Leone is no exception to that rule.

Which website is www.SierraConnekt.com which just defrauded us on a parcel delivery after we paid over $8,300 in freight, we never received the parcel nor the refund following multiple requests over 3 months.
Despite the written commitment to make it right and refund us for the service we paid for, this Company and Mr Haruna Malik its Director of Operations, at Pacific Freight Company Limited SL., has not issued a full refund for failure to respect their contractual agreement.

Fraud by Pacific Freight Company SL in West Africa
We can only write about our own experiences, it would not be faire to repeat stories on he says she says principles. So in this article, we will relate our experience with and Pacific Freight Company Limited SL in Freetown, which committed to first deliver a 300CT parcel for us, than the shipment was stopped, than diverted to Guinea without our permission or consent.
In order to make up for this debacle, Mr Malik its Director agreed to ship a smaller parcel at no extra cost of course, since he never delivered on the service he was paid for. Than 2 weeks later came back on his word once again, and started making stories up. Deadline was given to and Pacific Freight Company Limited SL to reimburse the funds in full and the company failed to do so for over 3 months!
We highly recommend that you stay away from this alleged “Shipping Company” and Mr Haruna Malik its Director. They have brought us nothing but headaches, have no business ethics what so ever, and quite frankly, are a complete embarrassment to the Sierra Leone Diamond Industry.
From The Antwerp World Diamond Centre (AWDC)
The Antwerp World Diamond Centre (AWDC) released their latest sales figures, which showed that Antwerp’s diamond industry, specially rough diamond sales are on the upswing.
During the month of February, Antwerp’s exports and imports totaled around $5.1 billion, a total of 25 million carats of rough and polished diamonds were traded during that month. Which represents a 38-percent increase by volume and a 4.5-percent increase by value over last year’s figures.
However, Antwerp’s polished diamond figures for the month of February showed a decline on a year-over-year. Polished diamond exports fell to about 9.64 percent to $1.596 billion in comparison with $1.766 billion in February 2015 by value. This volume decline of rough diamond exports fell to 15.77 percent to 616,000 carats compared to to the same period last year of 731,000 carats.
There was a drastic improvement in Rough diamond exports on a year to year basis. In value, rough diamond exports increased to 21 percent or $1.277 billion in comparison with $1.057 billion in sales for February 2015. Rough diamond exports in volume jumped 30 percent to 12.3 million cts compared to 9.5 million a year ago.
Cut & Polished diamond imports decreased for February by 11.94 percent in value and 16.64 percent in quantity. But rough diamond imports ae on the up and up. In value the increase was 27.79 percent or $1.329 billion in comparison with $1.039 billion for February 2015. By volume, rough diamond imports increased about 58 percent, jumping to 11.7 million carats compared to 7.4 million carats over last year.

Zimbabwe Government Seizure of Mines Illegal
The PDP (People’s Democratic Party) of Zimbabwe declares the Zimbabwe Government seizure of Diamond Mines to be illegal. The Government decision to shut down 8 diamond Companies in Marange, describing the move as “illegal and immoral” in the meanwhile the firms have vowed to sue the State.
The Mines minister, Walter Chidhakwa, has ordered the companies to stop their operations and gave them 90 days to withdraw all their equipment, stating that they had resisted government plans to consolidate operations into one state-dominated mining company.
And as the companies started winding down their operations following the order, penners reportedly massed into the area, Ordered the companies to shut looting equipment and household goods.
PDP, led by former finance minister Tendai Biti, conceded that the companies had not brought any meaningful benefits to the country.
“It is common cause that the companies operating in Marange have been responsible for large scale looting of our national resources and thus depriving Zimbabweans of the much needed resources for development, they did so with the express blessing of the same government which today is crying foul,” the party stated in a statement.
“Since 2009, the nine companies operating in the Marange diamond fields have been exporting diamonds collectively worth US$2 billion annually but the government which had 50% stake in these firms ironically received less than US$300 million in revenue. This is criminal and unacceptable.
“As PDP we are further aware that the companies also committed shocking human rights atrocities on the poor people of Marange, murdering them in cold blood, razing down their houses and damaging their environment without compensation.”
The party however said the forced closure was illegal.
“As the PDP, we also believe in the rule of law which demands that there be fairness and just administrative conduct in respect of the principal of the right to be heard,” the party stated.

Any Diamonds traded from a Country to another, must be accompanied by a Kimberley Process Certificate from the Kimberley Process Certification Scheme, which basically certifies that the diamonds are from non-conflict areas, and of non-criminal origins.
Both the Importing and Exporting Countries must be members of the Kimberley Process Certification Scheme.
An evaluation of the rough diamonds will be made and a tax will be levied in the Country of Origin.

Do we deal with Diamond Brokers?
Yes, but only if they are smart enough to put us directly in touch with the actual Seller. If you don’t know who the seller is, the offer you received was probably flown around the interent like a 747 and is most probably fake anyways. Find out who the seller is, put us in direct communication, if a deal is negotiated and closed, you will get a commission.
Do we sign IMFPA’s and NCNDA’s upfront?
We never do, as it is highly illegal to request anyone to sign an IMFPA before any contract is signed. This is considered extortion, and no IMFPA has any value without contract codes anyways! So do not ask us for IMFPA’s as they would have absolutely no value to you, and can certainly land you straight to prison, there are no benefits to do so. We are willing to sign an NCNDA if necessary, dispite the fact that they are also a waste of time, and have absolutely ZERO value in any court of law.
Will we ever sign ANY documents on ICC Letterhead?
Not in a million years, what most brokers don’t understand, is that no documents on ICC letterhead have recourse in any court of law, ICC is not an enforcement agency, just a mere non profit organization, in other words, no documents signed with ICC letterhead has ANY value, does not stand on any legs, not even worth the ink you use to print them.
Do we accept sanitized manifests?
We never do, how could we get any manifest signed without knowing who the seller is? It would be completely insane to accept and sign a blank manifest without being able to do due dilligence on the seller! We need 100% transparency, other wise, we have no interest at all.
Would you sign a purchase order on a car without knowing the brand?

The requirements for importing in compliance with the KP are as follows:
- All imports and exports of rough diamonds must be accompanied by a Kimberley Process Certificate (KPC). The original KPC must be with the actual merchandise; copies will not suffice.
- Imports of rough diamonds must be in a sealed tamper-resistant container. A tamper-resistant container is defined as “packaging having an indicator or barrier to entry that could reasonably be expected to provide visible evidence that tampering had occurred. For example, packaging such as a re-sealable sandwich bag is not deemed tamper-resistant. Further, standard mailing and express consignment packaging alone is not considered as tamper-resistant.”
Rough diamonds may only be imported from, or exported to, countries that are participants in the KimberleyProcess and are not subject to further US restrictions. The recent FR notice can be found here that lists all Kimberley participants and those countries subject to US restrictions.
- All shipments of rough diamonds shall not be released from the custody of Customs and Border Protection (CBP) except by a formal entry for consumption (this is the step that involves a customs broker).
- Importers must fax a copy of all Kimberley Process certificates ( U.S. KPs and those received from other countries) to the U.S. Census Bureau at: 1-800-457-7328.
o This must be faxed after the arrival or export without delay.
- Rough Diamond importers and exporters must retain records of all Kimberley Process ( U.S. and foreign certificates for five years).
- An annual report must be filed with the Department of State by April 1, that report summarizes the previous year’s activity. The attached brochure contains the message that I read to you about this requirement.
Rough diamonds are unconditionally duty free, but a merchandise processing fee will apply. That fee currently does not exceed $485, and is calculated by multiplying the value of the merchandise by .3464%. There will be fees from the customs broker associated with filing a formal entry.

1. The Seller Submits a signed and stamped manifest on his letterhead addressed to Madnox Trade Desk. Seller includes Safe Keeping Receipt which can be verified, and clear and detailed pictures of the entire parcel on top of the SKR, with a sign stating “MADNOX VD & DATE”. Seller must also provide a clear copy of their passport and copy of their export license.
2. If Seller pays for KPC’s and Security Transport to Buyer CIF destination, Buyer will organize logistics and send a Security Team on the ground for inspection, KPC’s are paid directly to the KPC authority and the diamonds are shipped to Buyer’s destination, TTM inspection takes place at Buyer’s destination and payment is made by MT103, than title changes hands.
3. If Buyer has to pay for KPC’s and transport costs, after the SKR is verified and manifest is accepted by the Buyer, the Seller will also prepare a second smaller manifest equal in value to the amount of money advanced by the Buyer to pay for the KPC’s and transport. The second manifest will be held by the security company as a “guarantee for the Buyer” until the stones get to destination, once the diamonds are inspected at CIF destination at the security house, the second manifest will be purchased and paid for by the Buyer as well.
All costs incured by Buyer for KPC’s and Transport will than be deducted from the final payment. Buyer’s Security Team will pay the KPC cost DIRECTLY to the KPC Office in the Country of Origin, no money will EVER be paid to a third party Company or directly to the Seller to pay for the KPC’s.
4. Rough Diamonds are Shipped to Brinks or Malca at Buyer’s CIF Destination.
The following Documents must be included:

- At destination, Buyer and Seller open the parcel in the secure premises of the security company and authenticate the parcel as the original and correct parcel.
- Based on the result of the authentication, the parcel is accepted:
- Buyer signs Commercial Invoice and “Authentication Report” for the Buyer to activate the payment to the Seller, Similarly the Buyer will submit copies of all the relevant documentation signed over to him for submitting to his bank to confirm the release of the payment to the Seller.
- In the event the parcel is not the original and correct parcel and the parcel is different of more than 5% than the manifest agreed, the price will be adjusted.
- The security company transfers the originals of the SKR, KPC and export documentation to the Buyer, thus effectively and legally transferring ownership of the parcel to the Buyer.
6. Deal is closed, both parties can enter into a long term contract and increase quantities if available.

- After receptions of the positive conclusion of the gemologist, payment is done via Irrevocable Swift Wire Transfer into Seller’s designated account and commissions are paid by Buyer at the same time to the Paymaster if any brokers are involved.
- Transaction is concluded.
If Seller does not have a Brinks Account, Buyer can do TTM at Malca or TTM can take place at Buyer’s Gemologist’s Office.
If any Brokers are involved, we will only transact directly with the Seller of the Stones, no exceptions, no brokers are ever invited to the TTM/Viewing.
